Are you looking to transform care for children with complex needs, including those who are being deprived of their liberty?
On April 1 2025, Nuffield Family Justice Observatory is hosting a summit in central Birmingham that will bring together senior professionals with a shared agenda to improve care for children experiencing and living in complex circumstances – including those who are being deprived of their liberty under the inherent jurisdiction of the high court (DoL orders).
Those attending include senior professionals from children’s social care, health, youth justice and the judiciary, as well as policy makers from Ofsted, the DfE, MoJ and the NHS. The one-day summit will highlight children’s experiences and insights and aims to inspire, encourage and achieve change. It will explore the challenges, and the opportunities for change, while also enabling best practice to be shared. The latest insights into what good quality care for children with complex needs involves will also be presented.
Attendees will hear from a range of speakers, including Sir Andrew McFarlane, President of the Family Division, who will participate in a panel discussion. A choice of learning sessions from multidisciplinary teams from across the country will be offered.
Young people with such complex needs and circumstances require intensive, tailored care built around long-term stability. Basic tenets of trust and respect need to underpin their care.
Currently our health, education and children’s social care services are struggling to deliver this type of care – we’ve designed this summit to look at how we can transform children’s experiences of care and share emerging innovation from across the country.

The summit will be of interest to professionals who want to help transform care for children with complex needs and who work in social care, health (including CAMHS), education, the judiciary and the legal profession, youth justice, central and local government, the police, civil society and the third and independent sectors.
